A group of concerned citizens in our community presented our Indiana Wastewater Utility Board (the residents own the Utility, the Utility opted out of the Indiana Utility Regulatory Commission) with a petition signed by a majority of both sewer and septic residents to stop the utility from converting a small number of houses from septic to to sewer (Sewer: 865 houses, septic: 22 houses).

The Utility Board has given the petition to residents in favor of the sewer project and those residents are approaching the signers of the petition telling them if they don't remove their name from the petition they will be responsible for the contamination of our lake if a septic tank fails.

We do not believe irradiating a petition can be legal, but we are unable to find a federal or state statute that address something like this. Any help will be appreciated, thank you.
