Someone participates in a blog/comment section of an online news article. Can their personal information be released without their consent by the news website if news website is subpoenaed & asked to provide the information by the court?

Assuming that the party seeking the information has followed the correct process to obtain the information then yes the website/blog can turn over whatever information they is demanded. If you check the TOS for the website it probably contains language explicitly saying that they respect your privacy etc etc but that they can turn over personal information pursuant to a court order. User consent, in this case, doesn't really factor into the equation.
