We will be holding our annual HOA meeting elections and in the past have had many issues with ballots.  Neighbors have switched votes for proxies (passed a proxy from the person who had it, to another who didn't), submitted ineligible ballots (made two selections for one position) and when called out refused to identify who did the ballot, added people who didn't want the position or people outside of the HOA and voted for them, etc.  Prior Boards didn't care and tried to count the votes as best they could.  We want to put some boundaries around this chaos and identify the ballot with a neighbor's name so they are accountable for what they submit.  Our governing documents say nothing about secret ballots or how we should conduct the ballot voting at all.  Any advice on how we can accomplish tying a member to a ballot clearly without disobeying any HOA voting rules (i.e. State).  Thanks in advance.
