Utility company billing me when services are turned off

We live in long Beach CA. I recently took over checking our bills before paying them, since my boyfriend isnt Good with bills. I have noticed that  they are still billing us when the water and gas are turned off. Also their billing cycle to me seems off due to the bill showing the next months start date is the same as the end date from the previous month which we were already billed and paid for. I'm unsure about if there is any limit to how many times they can keep charging reconnect fees, though I understand it's our fault it gets shut off. This has been happening since 2009 when we first moved in. Please help. Thank you for your valuable time.

In Long Beach, water and gas are provided and billed by the city.  The City of Long Beach has the highest sales tax rate in the state and still can't manage to competently provide basic services to its residents.  I would strongly advise the OP to get his/her finances together and strongly consider moving elsewhere.
