How does property management decides who is primary lessee when we both signed the rental agreement.

The bill only shows the roommate's name instead of both.  Also when the leasing office sends correspondence to our apartment its written

To primary and other occupants.. Like really wtf!!

There is no primary, you're all jointly and severally liable to the lease. That mail is addressed to the first name on the list, or that management uses the word primary, is meaningless. Just imagine the words "et al" after the name because anything addressed to one of you is addressed to all of you. Works just like a joint bank account, a loan contract, an insurance policy, or anything else where there's more than one name.

The term "primary lessee" is one without any legal meaning.  If it has some meaning in the context of your relationship with your landlord or a property manager hired by your landlord, we obviously have no way of knowing what it means or how it is determined.

If this is something that bothers you, you're obviously free to discuss the matter with your landlord and/or the property manager.
