Depends upon what state you are in.  Very few have Lemon Laws that cover used vehicles and the disclosure laws vary from state to state.   The best way a consumer can protect themselves when buying a used car is to have it inspected by a mechanic of their choosing, whether buying from a dealer or private party.

A "private sector car dealership"?  In any event, the answer obviously depends on whether the dealer has knowledge of the things mentioned and whether the applicable state law requires it.  Since you didn't identify a state, no one can tell you what the law says.

To the extent a lemon law exists, a violation can typically be redressed by a lawsuit.
