It's not clear whether this is a factual question or a legal question.  More specifics as to what's happening and exactly what you want to know might make it a bit clearer.

The landlord should provide appropriate written notice of the intent to enter the unit to make repairs. Most states require that landlords give 24-28 hours' notice before entering a unit. Once proper notice has been given, you can use your key to access the unit and make the repairs. If the tenant blocks your access in some way (for example, has changed the locks), then you may want to consider implementing eviction proceedings. As a landlord, you have a legal duty to make certain repairs, and if a tenant blocks your ability to do so, that exposes you liability.
