If property was purchased during a marriage and both spouses are on Deed but no on Loan....if the divorce decree doesn't state a split of property, do they both still own house in Kentucky?  If they asked their former spouse to pay them half, is that legal?

Yes. As long as they are both on the deed they both own it.

Yes, that's legal.

 

But if one ex can't get the other ex to cooperate in a buyout then google "partition action" and you'll see what the next option is.

Your use (or apparently misuse) of plural pronouns here leaves me a little baffled by this question, but I don't know of any law in any state that would make it illegal for one or more persons to ask one or more other persons anything.

I am having a hard time believing there would be a divorce decree which would not address jointly owned property, such as a house.

 

I've seen it on other sites. People who do their own divorces without a lawyer often miss important stuff in the decree.
