Can someone be charged with drugs found in a vehicle that is not there own, when there was also another person in the vehicle who ran and was not caught?

Can they? The obvious answer is yes, they can. If you're asking will they, that depends upon state law and the specific facts and circumstances. As a general proposition, if there are drugs in a car, everyone in the car is presumed to possess it unless proven otherwise.
