UNDER THE FREEDOM OF INFORMATION ACT, DOES A REQUEST THEN BECOME PUBLIC INFORMATION?

EXAMPLE YOU HAVE AN INDIVIDUAL REQUESTING INFORMATION FROM AN EDUCATION INSTITUTION UNDER THE FREEDOM OF INFORMATION ACT. DOES THIS REQUEST THEN BECOME PUBLIC INFORMATION WHERE ANOTHER INDIVIDUAL CAN REQUEST THE REQUEST?

Generally, yes. All records belonging to a federal agency subject to FOIA that do not qualify for a FOIA exemption can be requested via a FOIA request. Since incoming FOIA requests are filed away in federal agency files, they become part of the federal agency's records. But, the exemptions to FOIA are many. Head on over to the USDOJ's FOIA section to get information about all of the exemptions:
