Who would be responsible?

You go into a conveyor style car wash where you must put your car in neutral, take foot off the break and not touch your steering wheel. Numerous cars are shuffled through the system at the same time. Your car is covered in soap and brushes are rotating when the first car in line decides not to exit the wash causing the car in front of you to stop. Due to soap and brushes, you cannot see out of the windshield and bump the car in front of you. The car wash attendant ushers the initial person from the wash and tells the second car that we did not bump them. Both the first and second car leave without inspecting for damage or statements.

You're free to sue the car wash if you like, but it would have been a good idea to interrupt or call out to whomever was driving the first car when you heard whomever tell him that no one bumped him/her ... and to get license plate info on the first car if they didn't stop.

We can't know from here whether the system was such that someone should have been able to stop the car wash or not. Ultimately, if you don't have insurance, you're free to sue whomever and see what a court thinks. No stranger can definitively declare from a message board who might be held liable.
