tree trimming

I live in Sartell, MN I have a neighbor with tree branches hanging over my roof, I've asked him several times to cut them back, but he does nothing about it. He has even told me if my roof gets damaged from his tree he's not liable for the damages. I say he is because by not trimming them back he's allowed the tree to become over grown and possibly damaging my roof. He also has Lilac bushes on the property line the other day my wife cut back the branches hanging over into our property and his wife had a fit and he started taking pictures. Isn't it legal to cut the overhanging branches from our side. Thank you,

A property owner generally always has the right to cut down offending branches that hang over his property. This is referred to as a right of self-help which is provided in many jurisdictions. In these circumstances, usually a neighbor may trim only up to the boundary line.
