Each state has its own court system. Not every state has a superior court, nor does every state have a system where judges are rotated. Indeed, most states do not do that. What is it that you want to know and why? In other words, what is the purpose of finding out the first law where judges were rotated? If this pertains to a legal matter that you are involved in, then the law of other states wouldn't matter, and I rather think that the first law in your own state on the subject would not be helpful. You'd want to know the current law.
