  1. My kids are going to a school that is collecting data and funds from the national Free and Reduced Lunch program; however, the school states that it is not participating in the program. They are encouraging all parents to fill out forms regarding the program and stated that even if qualified that this would not mean that your child would receive a reduction in the school lunch cost as they do not participate. They stated that this was just a method of getting funds into the school. My question is, it is legal to collect these funds for free and reduced lunches and not participate in the program or pass the cost reduction on to the students who qualify for a discounted or free lunch? Thanks
