  1. I live in a duplex house in North Fulton County, Georgia which is divided straight down the middle (each side is a separate property). The sewer line in front of my house became blocked and backed up into my basement. Upon inspection of the sewer line, the plumber discovered that the sewer lateral from my neighbors side of the duplex joins with mine before connecting to the main sewer line. The plumber also discovered that the blockage in the sewer line is after the point where my neighbors merges with mine. The blockage occurs underground on my property, and the county considers anything off of the main line the responsibility of the property owners. Because it is a shared line that is blocked, are my neighbors responsible for splitting the sewer repair costs with me?
