I live in a small town in Oregon where neighbors are very concerned with how your property is kept. My property is being reported for lack of upkeep. The city sends someone out to take care of the problem such as lawn mowing, snow removal, and things they deem as trash removed and then send a bill for such services rendered. Is the tenant, who has been informed of the strict city codes, responsible for this bill or am I as the landlord?
Also if the property has a security system is this bill my sole responsibility or can i charge the tenant to pay it as a utility? We also have an incident with a water bill. A pipe in the back yard broke and my tenant who was avoiding me due to owing me back rent never informed me. It flooded the entire yard in 3 inches of water. A neighbor called me and i promptly had it fixed. Is the tenant responsible for the water bill or am I?
