The constitutional provision mandating the separation of church and state prevents any governmental entity from dictating the internal management of any religious organization.

Does Oregon State Law designate a five year or any limit on church elected positions such as elders, deacons or overseers?

No, it does not. Under the U.S. Supreme Court's opinions interpreting the First Amendment to the U.S. Constitution, that sort of interference by government in the internal affairs of religious body is not permitted. If you want some sort of term limits, you'll need to get the church to adopt rules for that.
