If you stole money from a family member and slowly are paying it back and the police are called weeks later after the incident, can the police do anything to the accused ? what are the options ?

I don't really know what your question about "options" means. As for the first question, of course the police can do something. You don't think that the crime somehow disappears because you "are slowly . . . paying . . . back" the money you stole, do you? Even if you paid it back "quickly" it wouldn't negate the crime.

Once the theft is committed, the crime is complete and nothing the thief can do will undo the crime. If the crime is reported to the police, the police may arrest the thief and refer the case to the prosecutor for criminal charges. Paying back the victim may, however, help when it comes to sentencing should the thief be convicted.
