Theft of Service Dog

This was in San Francisco. A homeless guy had a service dog. He was arrested and sent to jail. People were supposed to be takiing care of his dog, and while in their care, the dog got stolen and wound up for adoption. Apparently a person cannot get information on who adopted the dog. That info is suypposed to be private. The owner is out of jail and wants his dog back. What can he do?

Should he file a police report for a stolen dog? Would that allow the shelter that adopted the dog out to then release information about where the dog went? Or would they be responsible to get the dog back since is was adopted out in error? Or what avenues can be done to acquire information about the dog?

That would be a good start. The police, if they decide to investigate it, could indeed find out from the shelter who adopted the dog and may be able to recover the dog for the owner.
