Inmate/Outmate

Hi my husband's father just died recently, and he is in a program called inmate/outmate, in Jefferson County, Colorado. He has been denied to go to the funeral, and now we received a court date that he must appear for a probate hearing in Missouri. Do they have to let him go to the court date? What are the procedures for this type of thing? and is this legal, for them not letting inmates out of state for deaths, probate hearings?

Inmate/outmate is a program for multiple DUI offenders in Jefferson County. Part of the sentence is served in the county jail, part of the time is spent out of jail under supervision. While in jail, he gives up a lot of things, including being able to attend family functions, etc., particularly when those events are outside the county. Unless the sheriff approves the temporary release or a judge orders it, he'll stay in jail. He can probably retain an attorney to attend the probate hearing for him unless he's needed there as a witness.
