Rd & Utility Easements

IS IT LEGAL TO PLACE A MAIL BOX INSIDE THE 60FT ROAD AND UTILITY EASEMENT/ TO PROHIBIT TRAVEL ON GRASS THAT HAS SLOWLY GROWN TOWARD CENTER OF ROADWAY. WHAT WAS A 30 TO 40 FT ROADWAY HAS GRADUALLY DWINDLED DOWN TO ABOUT A CARTPATH. IS THERE RECOURSE FOR SUCH ON A CLASS "C" PRIVATE RD. CUMBERLAND COUNTY NC? AS IT STANDS THE MAILBOX IS ONLY ABOUT 8 FT FROM EASEMENT CENTER AND I'VE BEEN TOLD BY PROPERTY OWNER THAT IT WAS PUT THERE SPECIFICALLY SO THAT I COULD NOT RIDE ON THE GRASS. HOWEVER THE GRASS HAS SLOWLY TAKEN OVER AND BY RIDING ON IT WE MAY REGAIN THE ABILITY TO ONCE AGAIN HAVE USE OF A TWO LANE SECTION OF RD.
