Hello,

My name is Midhraid "Ray" Torres. I have two questions. (1) A potential employer contacted me in June of this year (2009) and informed me that they were interested in hiring me for a Case Manager position. I was told that although they were fully interested in hiring me, I had to wait 2 months for their grants to be received. Several weeks later, I contacted that employer and was then told that they had already hired somebody for the position. Is this illegal? I had turned down several employment offers because I really wanted the position that had been offered to me only to be rudely dismissed.  (2) A different employer ( Pasco County Health Dept.) contacted me yesterday ( Nov. 4, 2009) and tells me that they were interested in interviewing me for a senior clerk position. The interview was scheduled for tomorrow (Nov. 6, 2009) at 2pm. Now I get an email telling me that the position has been filled. Is this legal?

No.

You shouldn't have turned down other offers based on some verbal declaration from someone who may or may not have had any authority to actually hire you (and esp. based on grants that might not come). 

"Is this legal?"

Yes.  You've simply been dealing with folks who aren't very good at personnel issues.  Just because someone sets up an interview doesn't mean they are obligated to hold off on hiring someone until they talk with you.  :)
