I am currently working as a server making 4.21/hr plus tips. When I started working there we had a hostess, cashier, and dish washer. Our GM decided to do away with these positions and fired everyone in those positions. She then announced that the servers are now responsible for those positions. So we are expected to be greeters, seaters, cashiers, dishwashers and give our customers 100% and still only being paid 4.21/hr.

Can she legally do this?

"Can she legally do this?"

Yes ... and you're free to tell her that it's not acceptable and start looking for work elsewhere.  (As a practical matter, the employer only has to see to it that you make min. wage.)
