Is it legal for teachers to fail a student because they did not participate in a fundraiser?

Depends on the laws of the unidentified state, what level of school it is, and on whether it is a public or private school.  That said, I can't see what a fundraiser might have to do with passing or failing any sort of class (except, perhaps, a college level class of some sort).
