Here's the scenario:

Our 8-yr old nephew is "living" with my mother-in-law (major history of drug arrests, neglectful, compulsive hoarder; awful environment). His mother (25 years old) might visit him once a week, at most. My husband and I wanting to know what the steps would be in taking legal custody of him?

The father had voluntarily relinquished parental rights- so, it would only be the mother that would need to agree.

The boy is not being fed meals, bathing, brushing his teeth... He has nothing of his own at his grandmothers, and is sleeping on one square of her dirty couch... He has missed so much school, that they have been called to court for truancy.
