A residential property was hit by a vehicle being pursued by law enforcement.  The property has significant damage, in excess of $10,000.00.  What rights does the home owner have other than home owner's insurance?  Is the local law enforcement liable or driver of vehicle?

Not clear why the homeowner wouldn't want to address this the simplest way possible -- namely making a claim on its homeowner's insurance policy.

Not clear how we can possibly know the answer to this from here, given we weren't there and don't have all the relevant info.  One presumes that law enforcement wasn't doing anything wrong.  :)  The damage would need to be in the six figures I'd bother pursuing a public government entity for wrongdoing even if I had proof that the officer had engaged in wrongdoing, however, when I can be otherwise compensated through my homeowner's policy.

Of course the driver of the vehicle has potential liability.  Whether law enforcement has any liability depends on the laws of your unidentified state and on whatever facts are relevant under those laws.  The smart move would be to tender to the homeowner's insurance carrier and then let the carrier decide whom to pursue for reimbursement.
