i have a question my daughter is in preschool she is 4 years old about a month ago.when i whent to pick her up i noticed she had a big scratch on her cheek  . i wanted to know if she is left with a scar can i  sue the parents or the school and how do i do it please answer my question thank you

To answer your question, anyone can sue anyone for anything, but having the ability to sue doesn't mean you'll win, and we obviously have no ability to opine about that intelligently.  As for how you file a lawsuit, the best answer is that you hire a lawyer.

You didn't mention whether or not you asked her teacher how she got the scratch.  That would be a good place to start before you consider suing anyone.
