I currently reside in the state of Illinois where I have recieved two dui's and I'm thinking of moving to the state of Kentucky. Question: Can I recieve a drivers license in the state of Kentucky?

If Illinois has suspended your license, relocating to any other state, including KY will not avoid that suspension.  You will have to fully comply with what IL requires for reinstatement before any other state will issue you a license to drive.
