An employee at an automotive repair shop in Florida was becoming increasingly sloppy & inattentive and made serious errors doing repairs on a brake job.  He was fired for that as well as excessive absences.

He has been awarded unemployment compensation as there was no evidence of "misconduct"

Is this fair???

"Fairness" is entirely subjective and cannot be assessed without all relevant facts.

I withdraw my question "Is this fair?" and ask instead:

How does the employer avoid being charged for the unemployment compensation that was awarded by the State of Florida?  Doesn't the employer have the right to terminate an employee who is doing unacceptable work?  The State of Florida granted unemployment compensation to the employee because his separation with the company was for reasons other than misconduct.
