My relative is currently being charged with 1 count taking vehicle without owner consent/vehicle theft with the charge being a felony not misdemeanor in southern california. He may also have possibly still been on parole at time of arrest. How much time in jail could he be facing, with or without a parole violation, and is there a possibility of him serving time in prison? Or can his sentence time be served in county jail?

What he could be facing depends on what his prior felony conviction was for. If it did not qualify as a strike OR if it wasn't also a car theft, he will serve his time in county jail due to the new prison alignment. If he has a prior strike or a prior car theft conviction, it's prison if convicted of felony car theft.

If your relative has not done so already, he may want to consult with a local California Criminal Defense Lawyer to advise him of his rights.
