Can one obtain a license in California after having a 10 year denial in the state of Mo, seven years into the denial? All requirements have been met to obtain a licence in Mo. with exception of time requirement. I am relocating to California.

No. Neither CA nor any other state will issue a license to you until the suspension/revocation in MO is over.

I agree with the previous poster, unless your MO license issue is addressed, CA may not issue you a license. What was the 10 year denial concerning?
