Is it legal in the state of Delaware for HR to disclose your dental insurance coverage/elections along with who is covered to a government agency that only had permission to verify wages?

In general, that disclosure isn’t a violation of any federal or Delaware employment law, at least so long as the employer is not a government agency. Contrary to what seems to be popular belief, most information about you held by others is not legally protected as “private” nor does the law impose any special restrictions on the disclosure of most information about you. There are some particular circumstances in which protection about your health information and your financial information is protected by law, but this isn’t one of those circumstances.
