I saw a news segment of adult men who engage in sexual chat's with teens in foreign countries who are as young as 16 and are within the age of consent for that country.
Can these men be charge with a crime if they are in the US when they engage in these types of chats, assuming their state law sets the age of concent at a higher age than the foreign country?
Becuase this action crosses international borders via the internet would federal law apply?
When I come across such individuals are they violating any laws where I should report them.

I have no idea what "in the use" might mean. Whether one might be violating any law in the U.S. obviously depends on the state in which the person is located.
