Can anybody help me out with my question, what type of function does USCIS have? is it purely administrative or does it have mixed functions encompassing both administrative and law enforcement?
This question is for purpose of exempting material under 552(B)(7) of FOIA

The US Customs and Immigration Service is part of Homeland Security. If you want to know what they do, look at their website--http://www.uscis.gov/portal/site/uscis . They do a lot more than just keep records.
