Can someone tell me if a ruling from a judge on child support is an enforceable order, or does it have to be put into a Finding and Order After Hearing to be considered an enforceable order?

Depends on the laws of your unidentified state. Typically, however, enforcement requires some sort of written document. Otherwise, how would anyone know what the order being enforced is?

What state is this concerning? Also, did you receive a court order document stating such an order?
