in oklahoma disctrict court does the judge go by original medical cost or the reduced amount medicaid paid out? and can michigan insurance co and atty request which amount is acknowledged for settlement ?

Most Courts only accept the actual amount paid on the medical bills by the insurance company as the measure of damages. They reason that since the healthcare provider wrote off the difference (amount not paid by health insurance), it would be unfair for a Plaintiff to claim something not owed.
