Can I back out settlement If I have only sign the arbiter agreement and not the final settlement agreement? and what can I do about a lawyor that has mislead me in my case telling me one thing knowing that that was not true?

Depends on what the "arbiter agreement" says and the laws of your unidentified state.

You can fire your lawyer and hire another one. You can overlook it. If you suffered damages as a result, you can sue for malpractice. I'm sure there are at least a few other things you can do.
