Subpoenas of witnesses

I have a friend who has been a neighbor of a couple going through a child custody hearing.  My friend was asked and  declined to make a legal statement supporting one of the parents. Can a subpoena be issued by this parent that would force my friend to appear in court or make a legal declaration of some type?

The parties are free to subpoena anybody to testify that they think would be helpful to their cause, so, yes, they could be subpoenaed and they would have to appear.
