I am seeking information as to the article of the Constitution that spells out clearly the rules and limitiations placed upon congress in regards to industry. Particularly as to when and where the congress has the "Constitutional right" to criminalize a whole industry.

Article 1 of the Constitution which includes the Commerce Clause and this provision:  "To make all Laws which shall be necesary and proper for carrying into Execution the foregoing Powers adn all other Powers vested by this Constitution in the Government of the United States, or any Department or Officer thereof."
